It all seems plausible to me. I don’t see why anyone would lie about it. If they were going to lie about it, wouldn’t they come up with a story that makes them look better? They made themselves look like fools since the body was found just feet from where he left his car and it took them 2 days to find it.
The dumpster makes sense if Card wanted to leave officials with a DB Cooper mystery. If killing yourself in a dumpster and hoping the contents of the dumpster make their way to the landfill, his body vanishes and officials have a never-ending manhunt.

One explanation is that he suicided in a dumpster so that he would never be found and seem to be on the run forever.
I think what this probably points out is that this jurisdiction’s outlier law that family members have zero say in having a guy committed who needs to be committed should be changed, and until that happens people should arm themselves.
There is plenty of reason to believe mentally ill people do stupid and inconsistent things.
