'Twas deadly usage, not mere grammar, that killed the young journo's prose. "Sat" is indeed a past participle. We do sanely say (occasionally), "I have sat in that chair before."
But "Emerson is believed to have been sat..."???
No, we don't use it in the passive voice. Sounds too much like having been sat upon, which sounds graphic, and can hurt, especially if the sitter is fat. (Or if the fatter is sit, which kind of works also . . .)
In English, we would say, "Emerson is believed to have been SEATED," and then we would remind ourselves to take it easy at the dessert table next time.

Only pilots from then on or FAA employees doing a check ride could ride in the cockpit!!!

I remember this well. The pilot had to go to the restroom and handed the controls over to the freak. What a horrible way to die!!!
You can't eliminate them. The "jumpsuit" is put there by FAA regulation for the use of FAA examiners and company check pilots.
If it's a "commuter" (or a "whiskey," as it's known in the business, because there'll be a floating letter "W" on your boarding pass), they sometimes will let take a seat in the passenger cabin, provided there's one available. But you can't get rid of examiners and check pilots.
Besides, it's a fear-driven kneejerk reaction an kneejerk reactions rarely produce positive outcomes.
They couldn’t ban pilots from flying in the jump seat. They will be in the front seats soon enough anyway. Which begs the question, why did this guy go nuts when he could have just waited until he was scheduled to have the controls? I’d love to hear the recording.
That's not the question. The question is is whether you had cut class or were merely sleeping the day your English teacher covered the indicative past perfect tense of "to sit."
Because "he/she/it had been sat" is perfectly proper King's English (and this, significantly, was a UK publication).
"[H]ad been sat" also indicates that the seat was one he had been directed to sit in rather than one of his choosing, which also is correct.
