Basically you have a bunch of captive elderly people (probably there to pick up their meds) with nothing better to do.
In the background are a few workers who probably have their work truck broken down in the parking lot.
Further to the right, the dude in the blue shirt and shorts is probably on "grandpa duty", waiting for the event to end so he can take his grandpa to the next errand on the list.
I have no idea why Mike Pence is there however.

Do you realize that on their worst day all the grandparents there are much more alert and aware of their surroundings and able to perform cognitive tasks than the President of the United States?
