Not necessarily.

My mother turned 14 three weeks after I was born and didn’t have a c-section.

Now I don’t know how big? Physically Mom was at the time but Mom has never been above 4’11” and 95-100 lbs.

So I’d guess she was a typically small little girl at 13.

My dad was 17 and yes, my parents raised my brother and I until we were grown.
