I thought McCarthy released the J6 tapes to Carlson, just before Fox fired Carlson. McCarthy did get a number or house budget bills in “regular order” before the timing of the debt ceiling issue interrupted the process. The necessary timing meant do nothing, ignore the debt ceiling issue, continue to pass “in regular order” House budget bills that would not get passed in the Senate, or get some stopgap measure (the 45 day extension) first and then in those 45 days go on to “regular order”. Gaetz is the pure and McCarthy the practical. Gaetz since then, by setting the House off with no speaker, has eliminated time in the 45 days to resume consideration of budget bills in “regular order”.
