ITV News understands the government will now proceed with a ban on gay and transgender conversion therapy.
After Theresa May and Boris Johnson promised to outlaw the practice, Rishi Sunak's government had considered scrapping the pledge.
But The Times reported on Wednesday that after backlash from Conservative MPs and warnings that ministers could quit, the prime minister will include a draft bill in the King's speech which will criminalise "coercive" practices that attempt to change someone's sexuality and gender.
The paper reported that Mr Sunak had been considering dropping the bill amid claims of "unintended consequences" for teachers, parents and therapists helping children who are struggling with their gender identity.
A source has confirmed to ITV News that the ban will go ahead.
The chief whip, Simon Hart, warned the government could face a revolt if it failed to proceed with the Bill. There have been concerns the Tories could lose crucial votes if they scrapped the plans.
Stuart Andrew, the equalities minister, was also said to be prepared to consider his position if the government failed to go ahead with the ban, The Times said.

Which is almost a clue as to his extra-curricular habits.
A large part of Europe never started this trans madness and out of those who did most have reversed course.
I believe that if you talk with well-meaning clueless people, who got fooled into supporting it, you should say Finland, Sweden, Norway and England (plus many others) decided to ban it very recently.
It’s an argument that works in practice. In pure logic view there is a counter (if they all jumped off a bridge), but people don’t operate on pure logic.
The Conservative Party—Margaret Thatcher’s party—is now anti-Christian.
You’re reading it wrong. He banned the transgender madness. This is not a bad thing.
By far, the greatest problem in Europe is allowing low IQ, non whites to immigrate into their countries.
Nothing else comes close.
Demographics is destiny.
Europe can be stupid in some things and right in others. Banning the transgender madness is an example of being right.
Banning it is right. Plugging a little hole in a ship that’s hull is going to crack is meaningless.
Little victories are merely distractions.
Nope. The ban will criminalize therapy to reverse homosexual & transgender beliefs. That’s why it is a blow to families trying to help confused youths.
Campaigners have been calling for the practice to be outlawed for years, saying it has “ruined” lives with its attempts “cure” LGBT+ people of being themselves.
But there has emerged criticism over the government’s decision to ban proven “coercive” practices only.
The whole matter should be up to the individual if such conversion therapy is their choice, and the government should stay out of it, taking no position, just leaving it to the individual.
You misunderstood. The law counts “transgender beliefs” as conversion therapy and bans it.
That is also a thing that happens in real life in Britain (unlike the other types of conversion therapy).
Lesbian girls are told that they’re really boys and need to have their breasts cut off and put on hormones.
This is what is banned.
I can’t be sure, but banning “conversion therapy” usually means making it illegal for psychologists, psychiatrists, and clergy to treat homosexuals who want to return to their natural sex.
That’s not how I read the article. If that were the case I agree it would not be a bad thing. The article is ambiguous but I looked further to clarify.
After years of failed attempts and unkept promises, the UK is getting closer to finally banning conversion therapy.
Conversion therapy, the practice of forcing gay, lesbians, queer, and trans people into emotionally and physically harmful practices to “cure” their attraction to the same sex or “fix” their gender identity, is fully banned in only eight countries in Europe.
Across the majority of the continent the practice is generally condemned, but technically still legal.
