Tass must be counting the Russian aircraft that were destroyed along with whatever Ukrainian aircraft have been lost in the war.
Ukraine did not have that many airplanes before the war started, and they have never had that many since the war started.
So when you read the numbers remember that they probably include the Russian losses too.
