The article is not clear (no surprise there). When the first shots were fired, what was the driver doing? Was he heading towards cops and/or civilians?
If not, just where was he headed?
It would seem to me that such information would be useful to the public.

How, exactly are CHP officers supposed to know what Salgado’s intensions are during this chase?
And why did Salgado’s girl friend get in a stolen car?
I am so sorry I just have no sympathy for anyone who dies or is injured during their participation in a crime.
Don’t do the crime if you can’t do the time (or die).
And while I am at it; how can this lawyer possibly know what this criminal’s intensions might have been?
If someone repeatedly smashes a 3000 pound hunk of metal in to my car at high speed I am going to assume his intensions are not friendly and might even be decidedly evil.
And even if I think his intensions are benevolent I will have to take decisive action to make him stop for my own welfare and that of others.
Read the story. See zero wrong regarding the cops’ responses. The family can F-OFF with their lame excuses.
Indeed no shortage of them family’s line up at court to avoid the rush.
