I'm no Constitutional scholar but unless I'm mistaken the ruling in “Caetano v Massachusetts” would render this law unconstitutional. In this decision SCOTUS ruled (9-0) that the Massachusetts State Supreme Court's ruling upholding Caetano’s conviction on a weapons charge was “frivolous”.

But Tub O' Lard knows that it will take years for the courts to finally bury this law.

Actually this is meant to facilitate confiscation. These guns can’t be transferred under the law so once the owner dies the gun must be destroyed or turned in to the state. It just delays the confiscation. But keeps track of the guns in the meantime.
