No, the "speech and debate" clause specifically excepts felonies and "breach of the peace" from the immunity from arrest.
Something like pulling a fire alarm in order to create a diversion would definitely be a breach of the peace.

Before I retired I had a young autistic afult in my class who did this when not being engaged in classwork- it was simplywithout warning ... he would get run for the door into the hallway and hit the nearest one, after the 3rd incident ( they were sporadic) measures were taken .This high school had a large student body so figure that in smdh
