He’ll appoint Kamelalala and then senile Joe will select him to be VP. Then Joe will step down/die mysteriously/be removed and Newsome will run for president from the Executive Office.

The Twenty-fifth Amendment states:
Whenever there is a vacancy in the office of the Vice President, the President shall nominate a Vice President who shall take office upon confirmation by a majority vote of both Houses of Congress.
Thus, in the absence of a majority the candidate would be denied the office. Kamala would have to vacate the VP before a replacement could be named, so there would be no tie breaker by the President of the Senate. In addition, it would have to be approved by the House.
One more complication would be that Newsom would need to resign as Governor in order to be confirmed by the House and Senate, so in the end Kamala could be appointed Senator no problem, but Newsom could/would be left out in the cold.
