Yes, Colonel Doug is a particularly clueless and contrarian politician who has found a small base of ultra right wing support and insists on focusing his minimalistic campaigning only on them. He just hasn’t any idea of how to appeal to a broader base, and apparently no intention of ever learning how. He just loves preaching to the choir.
