If he wanted to, I am sure he could have. And even if not firing him, he didn’t have to name him head of the Covid effort, put him at the podium in the White House. That’s on Trump.
You can for gross incompetence and/or misconduct. And Trump not only didn't fire Dr Demento here, he gave the guy a medal.
I was told by a nurse in Dec 2019 not to worthy about it it’s a corona virus, common cold and if it comes to the USA we would thwart it, handle it fine. a few months later I heard she was working in the hot spot states sucking up the money.
People knew early on it wasn’t so deadly, but the treatments approved by Fauci, CDC etc were more deadly than the actual virus, not to mention the addition of shots of varying strength crap the medical people willing gave to people.
Of course you can fire a civil servant. With someone in the senior executive service position a person gives up all rights to recourse and can be fired for any reason.
