The revised, new definition covers anyone devotes time, attention and labor to dealing with firearms as a regular course of trade or business to predominantly earn a profit
So they dropped it from 'livelihood' to 'predominately earn profit'. Either way, most people that are regularly buying and selling firearms as gun shows probably already have a FFL. This likely won't affect most of the "loophole" purchases at all.

If I’m going to sell any firearms. Why get an FFL. Just pay an existing FFL the fee to complete the transfer.
I really don’t see a gang arms supplier following any law at all in order to out fit the gang members
