I’m talking about this from the perspective of a subordinate who doesn’t have the authority to declassify a document.

I have no doubt that the President has the authority to declassify any material at will — and without going through any formal process to do so.

But if a subordinate comes across a document with a “classified” marking on it, he would do well to have evidence that it WAS declassified before doing anything with it.
