Yes, a very strange chain of thought. At a minimum he wants everyone to feel guilty for not "preventing" a natural disaster. Wierd. But with 0ba⋔a's past, I'd say his actual thought is a shakedown threat, that everyone must pay tribute or this (arson) will happen to them (on schedule).
