I think the DMV will issue a short term certificate to get such a vehicle out of state. Back in 2005 we got a 3-day pass to drive our "gross polluter" motorhome out of state. We hadn't been able to register it for a few years previously.

Fun fact: if your vehicle's registered address is any state other than CA, AZ or NV (meaning that's where the annual registration is mailed) you do not have to get your car smogged. We were in Florida for several years, caring for my mother, before we decided to move here permanently. We never had to provide a smog certificate. Of course, where would we even get one in Florida?

Getting the vehicle out of CA can be accomplished by putting it on a truck and driving it out. I spent more money getting smog certificates on my 1974 Porsche 914 than I paid for the vehicle. When I moved to Idaho, I put it on a U-Haul trailer and hauled it home. Eventually, I sold it to a friend who loves twisting wrenches. He asked me if I was aware that the black rubber on the front bumper starts peeling at 110 MPH. I never had it over 80 MPH. The car is now getting an end to end restoration by someone with lots of $$$. It's a great car and will be even better soon.

That was 8 years ago.

I looked at dmv website, can’t find that under smog cert exemptions .

Not all counties in California require smog certs. The one I live in does.
