Salvors are often contracted with insurance companies to store and process damaged vehicles, although they could sequester EVs in a separate location - assuming they have the funds to acquire and manage it.

I learn something new every day here at FR. An auto mechanic told me long ago that auto shops do not like having Prius batteries lying around. Suspicious and toxic.
The Prius batts are N-MH, no lithium.

My theory is the Chinese have inbedded tiny circuits that will set off the entire battery by remote control. The transmitters for that system are in a geosynchronous orbit over the U.S. These random battery fires are tests.

Both terms in common use. A battery is a group of cells. So you can speak of batteries, or of a battery in an EV comprised of many joined cells. Of course you knew that, but both terms can be used. For example, a common 9V battery is comprised of 6 individual cells.
But yeah, the auto yard should have immediately removed the battery pack from a flood damaged EV. Not only that, but EV owners should periodically check the battery pack over the years to ensure rust has not intruded into the pack, which it will do after exposure to ice, snow and salt.
Exactly. Even the well made ones can go bad and the ones produced by second rate companies are even more dangerous. The problem is even made worse by the fact when they catch fire it is very difficult to put out. I have a lot of small ones for my battery power tools and store most of them in a big metal chest hoping that will keep a fire from spreading if they self combust.
This makes owners feel ‘warm’ all over.... eventually.
