The Attorney General authority is delegated from the President so yes, a President can prosecute someone.
But can a President build a wall?
The president controls the justice department.

In point of fact, the President is the chief law enforcement officer in the country, and as a unitary executive, has every right to demand prosecution of criminal investigations. The notion this is “off limits” consitutionally is just nuts. There is no “DOJ” or “FBI” in the Constitution.
What’s wrong is doing it for strictly political reasons, in the absence of a real crime. As is the case against Trump, but would not be the case against Biden. Not because of who they are but because of what they have done (in reality, not the media echo chamber).
Think he will prosecute Joe if he’s re-elected but he said the same thing about prosecuting Hillary but dropped it after he won the election. Think it’s different this time though, he and his family have been put through Hell.
What if he fires the whole Justice Department and appoints only MAGA People? Maybe select Rudy G. as the head? or Eric Trump. No more Deep State only Trump people loyal to him—I mean fanatically loyal? Tucker Carlson needs a Job? Judge Jeneen P? I trust them over any RINO.
