Attempts were made at civilizing Africans, as Africa has the world's largest natural resources. But alas, it didn't work.
Well part of the reason is that as pointed out by the article, Niger is a vast country twice the size of Texas with vast natural resources. It is foolish to let Russia control the worlds natural resources. They already have a disproportionate share of them. This adds to their riches. The only saving grace is that they aren’t very good at using them.

No...For literally centuries, Africans walked on the ground of natural resources that could have made them the richest continent on Earth. Obviously, they didn’t have the intelligence to utilize these resources. So Europeans should have taken over the continent entirely.
