Maybe. It’s true Russia stopped using S-200s about a decade ago, but they never throw anything away, and they’ve been using all sorts of obsolete equipment out of necessity.
Be interesting if they can figure out the configuration of the missiles.
It also appears the missile (whatever it was) was intercepted (presumably on its way to the airfield) and the middle of town is where it landed.
That’s a big issue with Iron Dome and various countermeasures my county uses with Iranian/Arab attacks, as the falling AAA can do just as much damage as some missiles.

That was not an intercepted missile. It was intact. and its trajectory directed straight onto the town center.
It is a amazing…..the gyrations people will go to, to blame Russia for attacking its own town.

Footage of the Missile Strike on the Southwestern Russian City of Taganrog earlier today clearly shows a Ukrainian S-200 Missile which has been converted into a Surface-to-Surface Strike Missile as we have seen before; this Video appears to Confirm the claims made by the Russian Ministry of Defense that this was a Ukrainian Strike and not a “Out of Control” S-300 AD Missile like Ukrainian Sources have been reporting. https://twitter.com/sentdefender/status/1684985865536188428
