Wong Kim Ark was never declared a “natural born Citizen” in the Supreme Court case. He was declared a Citizen via the 14th Amendment. If a statute has to make one a Citizen, that’s not a “natural born Citizen”.
There is no difference. If you want to try to get semantic on the matter Dred Scott uses your precious term “natural born citizen” as a right of being born in the US.

Natural born citizen - nothing has to be done for that person to claim the rights of citizenship. It happens when one is born on US soil. A person born on US soil is able to vote and run for office without having to be naturalized. It doesn’t matter who the parents are or where they’re from.
Simple common sense.
If they have to pass a law to turn you into a citizen, you are not a natural citizen. You are a naturalized citizen.
