Ok. But that’s all I can see. I can’t imagine neglecting a horse to the point where a dog can kill it, unless she got it neglected and didn’t get it healthy in time.
I still hate those kinds of people.
Article seems to say that both animals belonged to the same person.
Everyone was wringing their hands for months - but nobody "manned up" and gave the German shepherd a "delicious treat".
The third time I saw that little game play out, it would be time to go get a steak.
The people in the article are subjects of their government - not citizens.

So her dog killed her horse, and she wants to hold someone else or some city agency accountable?
What about the dog? It belongs to the owner as does the horse. One horse is dead. The other horses are fine. The dog is fine.
If you read between the lines, you will see there was only one horse harassed, which is one too many, my point being they label the dog vicious but he only harassed one animal. He wasn’t attacking everything.
No. The dog killed someone else’s horse, maybe. It is a little confusing. Lorenzo’s dog harassed Lorenzo’s horse. There is no direct evidence the dog killed the horse. Neighborhood crusaders claim the dog killed the horse. There is nothing but their speculation.
If that is true, then the property owner should have put down the dog the first time it attacked the horse. That's what I would have done. It is indeed tricky......
Back in the early 80's, we had an employee from my plant transfer to our plant in Shelbyville, KY where he purchased a home out in the country.
He had two huskies which attacked and killed a neighbor's cow and along with paying for the cost of the cow, he put down his dogs..as he should have.
Well, I read the article and according to it, the dog belonged to the property and horse owner.
I might be wrong so you would be best to read it to insure I was correct.
They didn't take care of business, if there was business to be taken care of.

So is it the litigious woman’s horse, or the litigious woman’s dog? Or is she just a traumatized witness to someone else’s animal neglect?
Law of the present day west: kill all dogs that come on your property and harass your animals before they kill your animals.
It is neither the litigious woman’s dog or horse. It is the litigious women’ neighbor who owns the horse and dog.
Also note she’s doing all this while she’s supposed to be on her FedEx rounds. Now you know where your package is.
Doesn’t seem like common behavior for a GSD. Do you happen to know what precipitated the attack? I read no further than the excerpt.
In CA, the law says you may take any animal “worrying your stock.” A dog simply being on your property doesn’t qualify, however, worrying is open to broad interpretation. If my cattle point their ears toward the dog, I can interpret that as worried.
There is a slight catch in this, in CA, horses are not livestock, they are companion animals, as passed by referendum a decade or two ago.
By the way, the dog belongs to the horse owner.

You need to read the story. The dog belonged to the horse owner. The dog harassed just the one horse in question. All other horses on the property are in good health and unharassed. No one witnessed the actual death. A lot of conjecture. A lot of illegally obtained evidence that would never make it to court. A lot of emotional women.
