It’s the difference between gross and net.
1/3 of 9 is 3. If 6 die, but 9 is claimed then the difference of 3 is 50% of the actual 6 who died. But it is also 33% of the 9 that were claimed.

If CDC stated that 100 people died from COVID but 1/3 of those really died from something else, then the true number of COVID deaths is 66 not 100... and 100 is 50% more than 66.

3,333 is 50% of 6,666
