Bay Area drivers may soon get automatic tickets for going 11 mph over speed limit

Drivers may soon get speeding tickets without ever talking to an officer, if a bill gets approved authorizing speed limit cameras.

The program would give speeding drivers a ticket by using speed cameras and an automatic billing system, according to Assembly Bill 645. "The speed safety system shall capture images of the rear license plate of vehicles that are traveling 11 miles per hour or more over the posted speed limit and notices of violation shall only be issued to vehicles based on that evidence," the bill states. Fines would start at $50 for going 11 mph over the posted speed limit and increase from there.

The new pilot speed camera program would be implemented as soon as January 2024 in several major cities, including San Jose, Oakland, Glendale, Los Angeles, Long Beach and the city and county of San Francisco. The bill was introduced by Assemblymember Laura Friedman of Glendale, according to the bill text.

The pilot program would be in place for five years, until January 2032, and will be reassessed for the entire state if it’s successful, Kerri West, a spokesperson for Friedman’s office, told the Sacramento Bee.

The bill would require cities and counties participating in the program to send drivers warnings, rather than tickets, for the first 60 days of the program, according to the bill text. It would also require these cities to make records confidential, and specify that the speeding violation is subject to civil penalties, among other requirements.

I would argue that since there were no damages greater than 900 dollars, then the drivers shouldn’t be fined or arrested...just like California shoplifters! /sarc

HINT: NEVER drive in the leftmost lane at the speed limit. Impeding traffic (going slower [even if you are speeding] than the cars behind) in the left lane is an infraction in many states. It is in Maryland now…YAY!

Drivers who drive no faster than the speed limit should stay in the rightmost lane as a courtesy to other drivers. That not a law; just a courtesy.

We’ve got intersection cameras up here in Washington and they ran into a problem with the dispensing of the tickets in that they only identified the car and not the driver. So the tickets got thrown out of court as it couldn’t be proven the person being ticketed was the driver. It got into a comical bottom line problem as you can’t tickets cars only and think they will be paid the amount to cover the cost of processing the ticket. Cars do not have cash or debit card.

I remember getting one in Germany. I had just PCS’d from England and had a right hand drive vehicle. The speed cameras in Germany take pictures from the front, so the first time I got a ticket in the mail it was my car, but the picture showed my Golden Retriever - “Zeke” in the left hand seat. The pictures never showed the right seat. I took the picture and ticket in to the local Polizei station and told them that wasn’t me, which they had to agree so the ticket disappeared.

Are they essentially exempt from the laws? Will they be locked up for fines? Or, will they just be forgiven the debts and let go on their way?

Yes. They are exempt from all motor vehicle laws. In many cases, they'll have stolen plates, which means an honest citizen will be mailed the fines and will have to =prove= it was not them.

Mighty brave of you to assume California is actually going to crack open the Constitution before going ahead with this program. I wish it were true, but it means nothing to them anymore.

You may be right....

For sure the CHP is looking like a bunch of punks the last few years.

During Covid, couldn’t see them anywhere.

After Covid they started parking on the side of the road to catch scofflaws.

The last two weeks they are hiding between concrete barriers to catch people in the HOV lane

Same here. I can’t think how many time I’ve asked myself “where are the cops when you need them” after seeing some a**hole weaving in and out of traffic lanes at high speeds and hoping that I would see him wrapped around a telephone pole down the road.

In Arizona a police officer “reviews” the video footage and issues the ticket.
Red light cameras were removed in Tucson because of all the graft and shenanigans.

I think a good compromise is to INCREASE the legal speed limit by 5mph and institute this system. This gives you you a full 15mph above the current speed limit before you get caught. Most responsible people rarely go over that, so the ones that would get caught are the ones that are a real danger and should get caught.

After Memorial Day in many California cities, speed limits in quote downtown areas and all school streets were reduced to 20 mph speed limits.

It is not just SF, but Los Angeles and Long Beach as well.

Yet many in Texas, Florida, and RedState America ask "Why are so many leaving California?"
