This probably has to do with secrecy-minded dictatorial governments being effective barriers against investigative journalists and against animal rights activists who have made it extremely difficult and costly to conduct such testing in the West, or even finding employees who will keep their mouths shut.
Testing in North Korea or Iran is a way to do animal testing without PETA and others making a stink.
