He absolutely *DID NOT DO HIS JOB*!!!!

The people of 1787 were not terrified little cowards. Men had honor, and not a one of them would have put up with the absolute illegal "certification."

I know you don't think he had the power to stop it, and you are wrong about that, but what he absolutely had the power to do was to say:

"I shall not participate in this corrupt farce!!!!"

That was the very smallest aspect of his responsibility, and he failed.
