“Three hots and a cot” on the government dime only shifts the problem into tax-funded institutions.
First - it doesn't matter. Keep the streets clean and safe. That is the MOST BASIC responsibility of any government, and the USA is failing at it, badly.
Second - serious enforcement of vagrancy (with the threat of being sent to CCC style camps far in the country to serve their terms) would motivate at least 80% of homeless to find someplace/anyplace to live.
