1. Nope - the 1994 Budapest Memorandum signed by Russia had, as its first statement for Russia to Respect the signatory's independence and sovereignty in the existing borders
So Russia broke its promise, again
2. The "Russian-Ukrainians friendship treaty" was signed in 1997 -- Russia broke that first by grabbing parts of Ukraine in 2014
3. And finally - after Russia broke its promises TWICE, you say that's justification for Russia to invade another country again?
