How would any FL cop know the Illinois DL driver is illegal?
I am sure the DL will not say the license is for illegal migrant.
I'm interested in the implementation as well. Guessing, with no DL, there is no insurance, so there's that.
In the cases of car purchases, car licensing, accidents, theft, and moving or other violations, the inquiries into citizenship seem legitimate.
It might also be an effective border shield, meaning that illegal aliens might choose more alien crime-friendly states such as Illinois, where they feel more welcome and less jeopardy.

Simple. Deny the use of an IL licence for any purpose. No alcohol, no social services, no entry into many buildings, and no operating of motor vehicles.
Will it hurt normal people from Illinois? Yes. But that’s how pressure is applied.
