I think they are trying to distract away from another civilian massacre. And one where very well known foreign journalists and aid workers happened to be present.

Killing teenage girls is hard to justify, but that's Russia's contribution to the world now. Their nation has joined ISIS, Al Qaeda, and all the other terrorists.
