He’s saying outright that resistance to the government would result in government force being used against you.
F-16s are easy to fight. They land after about 2 hours. In America they land at what are basically unprotected bases. Their families live outside that base. They drive around in cars with “I’d rather be flying my F-16” bumper stickers.
They depend on contract maintenance and tech support and missile manufacturing that is fully unprotected in industrial parks.
The bases they fly from need deliveries by trucks, and truckers want no part of that. The F-16 pilots have parents and brothers and sisters who would not be pleased with them.
Some of the F-16 pilots are patriotic Americans who would be angered by this order (*see also; “Salvador Allende, Hawker Hunter Jets”) (*see also; Diem and “Madame Nhu and T-28 Trojan”)
So this fictional out of control US Government would have to seriously crackdown on the population. This causes the resistance to the F-16 war to grow. Now the idiots would be in a reverse reward loop.

But if you look at the past actions of the militarized parts of the FBI and ATF, and add to that the fact that Delta was at Waco, I’d say that US military bases in blue areas will likely support the D.C. Regime.

No. The US military has been optimized for CounterInsurgency for the past 30 years. They are absolutely set for this.
They are currently purging out any Regime dissenters via wokeness, DEI and vaccine mandates.
I think the conduct of the Three Letter Agencies is likely to be the direction of most of the US military.
Not to mention that there are 750 overseas bases which are totally out of reach for any domestic dissidents.
