President Volodymyr Zelenskyy believes that the world will not allow Russian dictator Vladimir Putin to use nuclear weapons against Ukraine.

So Pres Zeroenskyy, how will the world stop that? The only hope is if he tries to nuke someone in his own chain of command might stop him but I wouldn’t count on that.
Even India and China would stop trading with Russia if that scenario happened. Russia will still be friends with Venezuela, Iran, North Korea, Syria and Cuba. That's about it. The rest of the world would boycott a deranged Russia.
The SU had thousands and thousands of nukes. Many hundred of all sizes were kept in Ukraine, then given back to Russia in the early 90s. I’ve always wondered if they faked the books and kept a handful.
