Research was required and conducted. Testing was conducted.
Those things require purchases or expenditure of money.
Or were they created from thin air?
Except for God's creation, everything, at its core, is created by, or through, money in some form or fashion.

Amended comment regarding certain objects like clay or eggs.
A person may keep chickens for eggs. The eggs are free, in a sense. The hen lays it, the human collects them.
The person may eat, barter or sell them even though they had no action in creating the eggs, other than keeping the chickens fed and providing a safe coop.
The same as with clay. The potter simply has to find and dig up the clay. How they utilize the clay then is up to them.
You get my drift? Flowers! Another example. You just pick and enjoy.
Just clarifying.

Politicians take money from people at the point of a gun. They are supposed to spend it wisely. They throw it around and spend much more than they collected to those who help them get elected or those who provide kickbacks. Giving them creation credit for one of the few items that ultimately led to a outcome that they didn’t foresee and certainly didn’t have the intelligence to develop is a bridge much too far to me.
The government has gotten so large and broad, that they could claim credit for any new invention.
