I doubt that the state government in CA can close VA hospitals and deny federal benefits to veterans.

Kaiser is one of the largest health care providers in the USA. Also have large hospitals.

How about the UCLA hospital system???

I don’t think they can deny Medicare benefits to anyone
either.
