You are correct, I just googled it. This is Rock Center, not the UN. I don’t know if this had anything to do with the UN or not.

Except for the headline of this article, there is no indication that the United Nations put these flags up at Rockefeller Center. Likely, it was the owners or managers of Rockefeller Center that put the flags up on their own property.
