As with NordStream, the narrative will eventually change several times and perhaps evolve into something like the “six men in a boat did it” idiocy.
Flooding the lowlands makes it harder to ferry troops and supplies across the region. The Dneiper is not just a single channel. It has (or had) a system of channels, roads and docks among the islands, connecting to the opposite bank. That system is likely gone now. It will take substantial engineering work, once the flood subsides, to restore significant ferry capacity.
And then there is the problem of pontoon bridges. The Dneiper floods irregularly. If the Ukrainians want to maintain a substantial force on the opposite bank they will need pontoon bridges. The dam was also there for flood control. Changes in the river flow and level will complicate the engineering of pontoon bridges.
This all serves as a temporary protection for Russian forces vs a Ukrainian river crossing.
The flooding hits Kherson, which is safely in Ukraine’s hands. They don’t need to flood Kherson to cut off water to Crimea.

AGREE - But the thing is, THEY know it was the Neocons, possibly with some Ukrainian help, particularly after what the Neocons did to the pipeline. Obviously, with much of of the former Ukraine now being returned to Russia, they want to make it as costly as possible for Russia.
