The real goal is not to perform “reparations” but, as always with these things, to fleece a willing taxpayer.
How it’ll work will be like every other government social program - about 10% of the cash will make it into the hands of the “deserving” and the other 90% will go to support the government infrastructure and employees who manage the program.
