If this is correct it makes zero sense to announce it publicly to give one’s enemy a heads up.
Unless the real goal is to launder money through this war and those doing so really don't care if the counteroffensive is successful.
Reminds me of the bit in the comedy movie Airplane where he tells his girlfriend the enemy positin they are attacking including the time and angle of attack...but when she asks when he will be back he says “thats classified”...
Well, sometimes things get announced as a distraction.
Perhaps implying a coming offensive causes the Russians to hold troops back from their offensives.
