Russian Leader (Putin) Urges Steps to Lift Birthrate (2006)

MOSCOW, May 10 — President Vladimir V. Putin today directed the Russian Parliament to adopt a 10-year program to stop Russia's sharply declining population, principally by offering financial incentives and subsidies to encourage Russian women to have more children.

Mr. Putin's instructions, issued to a compliant Parliament that follows his orders almost without fail, formed the center of his annual address, and signaled a new Kremlin priority to confront a problem that demographers and scholars have warned endangers the long-term future of the Russian state.

Instead, he took up the cause of fertility. "I propose a program that would promote the birthrate, namely, measures aimed at support for young families, support for women making decisions to give birth and raise their children," he said. "We have to encourage the birth of at least a second child."

He called for a wide range of subsidies and financial incentives, some to be paid for by the government and others by employers. These included increasing government subsidies for children up to 18 months of age to about $53 a month for a first child and about $107 for a second child. Mothers currently receive about $25 per month for a child up to 18 months old.

I found this article after a comment about Putin and abortion rang a bell. He has made additional comments like this, even more recently. Of course there is state sponsored abortion, but this is interesting and worth discussing. Safe to say it never would happen in America.

So you approve of the Soviet style statism implied by these measures?

Russia hasn’t sorted out its horrendous level of abortion and still doesn’t protect the unborn child, but at least it is taking steps to safeguard the life chances of the born child. None of that woke nonsense, or leaving either/both up to social Darwinism.

I dunno. One day a country will be able to adopt statist pro life policies AND statist post-birth policies without conservatives OR liberals kicking off that they’re statist / interfering in the individual right to be a crap parent / abortion seeker.

Regarding abortion, it’s WAY down under Putin, at most it is now in the middle as far as Western rates go. But then again, for people here that are assigned to post propaganda, they see no problem in using 20 (or more) year old data.

Nice dodge, but the Soviet attitude was that kids are state assets, and that’s the gist of Putin’s thinking here.

Also, if Putin actually believed the Soviet Union “disappeared”, he wouldn’t be using Baker’s promise to a defunct bloc that hasn’t existed in 30 years as an excuse to violate the Budapest Memorandum.

That argument only works if in Putin’s head, the USSR never went away.
