Residents looking to sue the state of Illinois on constitutional challenges to state law would only be able to file lawsuits in Sangamon [Springfield] and Cook [Chicago] counties in a measure ready to be sent to the governor.
The measure, which does not apply to claims arising out of collective bargaining disputes between the state and unions, can now be sent to Gov. J.B. Pritzker’s desk.

This type of law is actually pretty typical. For instance, if you get a pension from a state pension authority, you probably can only do so in one jurisdiction and perhaps even in one special court. The state - sovereign - is immune from suit to begin with and then allows the people to sue it. That may not be right but its the the way it has been for about 1,000 years.
