The governor's state political committee, Friends of Ron DeSantis, had at least $86 million in the bank at the end of April.
Federal Election Commission rules state that “a candidate’s authorized (federal) committee may not accept funds or assets transferred from a committee established by the same candidate for a nonfederal election campaign.”
But DeSantis' political operation will direct that money to his supportive super PAC thanks to a gray area of federal campaign finance law.
It's even possible that a transfer has already taken place, but it would not be made public until the end of the month under state campaign disclosure laws.

I don’t find DeSantis re-allocating leftover funding from his Governor race to his Presidential one near as upsetting as when Trump collected $250 million from donors for an “election security fund” but then immediately transferred that money to a PAC to pay for his rallies and travel costs instead.

The donors who had been overcharged needed to be repaid the $64m they had inadvertently given to Trump. Individual contribution limits meant the overcharges weren’t just unethical - they were illegal.
“Bandits!” said Victor Amelino, a 78-year-old Californian, who made a $990 online donation to Mr. Trump in early September via WinRed. It recurred seven more times — adding up to almost $8,000. “I’m retired. I can’t afford to pay all that damn money.”
The sheer magnitude of the money involved is staggering for politics. In the final two and a half months of 2020, the Trump campaign, the Republican National Committee and their shared accounts issued more than 530,000 refunds worth $64.3 million to online donors. All campaigns make refunds for various reasons, including to people who give more than the legal limit. But the sum the Trump operation refunded dwarfed that of Joseph R. Biden Jr.’s campaign and his equivalent Democratic committees, which made 37,000 online refunds totaling $5.6 million in that time.
The recurring donations swelled Mr. Trump’s treasury in September and October, just as his finances were deteriorating. He was then able to use tens of millions of dollars he raised after the election, under the guise of fighting his fraud claims, to help cover the refunds he owed.]

First, I would never give out my bank account number or checking account number. I donated through Winred once and I caught that bs early on. Never again.
We’ve been getting, what seems like, a lot of promotional mail for Desantis, so I’d agree he has a lot of cash on hand.

Your NBC article describes it as “a gray area of law.” In plain English that means “not illegal.”
Many pols do it. The FEC has investigated others for it but done nothing about it. Why? Because it’s not illegal.
Frankly it’s not hard to raise money when you have EVERY establishment donor trying desperately to stop Trump.
