The other trick the corruptocrats use is to backdate a penalty before a payment attempt. Keeps homeowners from ever being able to pay a delinquency once it occurs.

I disagree, it is not fixed. Property taxes should be unconstitutional. With these taxes you are only renting your property at the pleasure of the government. Once you pay for property it should be all inclusive of taxes at that point.
Unfortunately the courts have accepted the concept of property taxes which means you never really own that property.
I clean missed that or it went into the bit bucket.
