Did these officers recently get dismissed from jobs as SROs at a public school? / absolutely shame on the part of the officers.

Sad. Let me guess, arresting the thug and saving the woman would have been rayciss against the thug.
The people of NYC can send a clear message to those who are enabling this environment. But they do not, voting for the worst characters every single time. So in a way, they asked for this crime because they vote the same losers into power.

When seconds count, police are only minutes away….then they will wait outside for an hour for the assailant to finish you off and then they will write the report.

Speaking to the killer is ok. Try to calm him down, get him to open the door.
Two patrolling cops not being able to open the door, might be understandable, reinforced frame , high security bolt, etc.
A hour to get a unit there that could force the door is not acceptable.
