Speaking to the killer is ok. Try to calm him down, get him to open the door.
Two patrolling cops not being able to open the door, might be understandable, reinforced frame , high security bolt, etc.
A hour to get a unit there that could force the door is not acceptable.

Cops do not have a duty to protect others from harm.The courts have said that, but the DA says otherwise. If a violent attack occurs and the perpetrator is in any danger the police will be there to protect the perp. And the DA will prosecute the person who endangered the perp. They call it 'racial justice'.
