When the economy picks up, there will be a need for more workers. The existing workers are retiring in large numbers. Therefore to provide the required workers, labor union members and voters, progressives have opened the border. The hispanic women have babies whereas white American women eschew babies and fear the rigors and inconvenience of child birth.
And then there is the Black Albatross around the progressive political neck. Black segregation in the City States just isn’t working out. The concentration of Blacks within the City States is resulting in political anathema. The political cost exceeds the political benefits

I heard a border patrol agent on one of my radio shows yesterday - he said that the drug cartels are 100% in control of who comes across.
What they’re doing is creating diversions with women and children “in distress” (they can die for all the cartels care). Once the border patrol responds en masse to whatever crises is going on with the women and children, the drug bosses bring across the drugs in a now un-manned section of the border. And, they’re bringing over tons of drugs.
