Yep, the caps are really the dangerous thing that the government keeps tightly regulated. Can’t do much with any high explosive unless you can get your hands on those, or you are one of the people smart (and crazy) enough to try and build your own.
I hauled fertilizer and gain in hopper trailers during the last oil bust.
I would load fertilizer at Port of Catoosa. Hauled ammonium nitrate many times. It is coated with a brown something that makes it hard to ignite.
One manager at a big farm supply was unloading me up in Iowa.
I committed on the color of the load. He said the coating was on there so I could haul it, and he could sell it.

People think ammonium nitrate is some very dangerous substance, because the lazy media constantly conflates ammonium nitrate, a relatively harmless fertilizer, with ammonium nitrate-fuel oil, which is a cheap and dirty way to get a high explosive. That’s why some are freaking out hearing that this stuff went missing. They perhaps don’t realize you can walk into a store in any town in the country and load up your Ryder truck with ammonium nitrate and nobody will bat an eye, and they probably won’t even check your ID.

You’ll notice I said “relatively”. That incident is a rarity for a reason. Most people aren’t dumb enough to mix parrafin in with the AN, nor do they transport it alongside firearms ammunition.
I don’t think it combusts easily even if untreated. It can do nasty things if a fire breaks out though, so maybe they coated it just in case something else combustible on the train went up.
Yes, people will notice. My folks had a feed store and blended custom fertilizers. The were told to report large purchases that they didn’t delivery and spread on farmers fields.
Obliteration of a city is not “relatively harmless”, regardless of how rarely it might happen.
But my comment was about ammonium nitrate, not ammonium nitrate mixed with parrafin, which makes it a different substance entirely. You’re essentially talking about a different formulation of ANFO they were carrying on the ship, not ammonium nitrate.
