Portland Mayor Ted Wheeler is convening a meeting with regional leaders this week to discuss a flurry of planned or proposed increases in taxes, fees and utility rates bearing down on households and businesses.
In Portland, for example, city bureaus are currently planning or proposing to implement a 6.6% hike on water and sewer services, a 20% rise in parking meter rates and 5% increases across a number of building and development permits within the next several months, according to officials and budget documents.
The Portland Bureau of Transportation is also separately floating a monthly tax on residents and businesses to help fill a hole in its transportation budget.
The proposed “transportation utility fee” — amounting to $96 a year for homeowners — would bring in an estimated $35 million annually to go toward city road maintenance and upgrades.
Among numerous fee and utility rate increases outside Portland, PGE has recently proposed raising its rates by an average of 14% for all customers next year. TriMet is weighing a 20% fare hike later this month. And the Metro Council will decide Thursday whether to raise garbage disposal fees by up to 11%.
PGE residential customers, meanwhile, could see their electricity bill rise by more than $250 a year, figures show. And the average Portland water and sewer ratepayer stands to see their utility bills go up $107 annually, according to city officials.
Meanwhile, Multnomah County voters will decide next week whether to approve a new 0.75% countywide tax on capital gains to fund lawyers for tenants facing eviction.
Economists say higher taxes may be one factor in a modest decline in the region’s population last year, and real estate professionals say the rise in office vacancies in downtown Portland is partly driven by commercial tenants seeking to escape city taxes.

The people of Portland are among the biggest dupes in the USA.
Increases in taxes and fees are one reason that inflation will be with us for many years.
It is rare to find a locality or state that intends to hold the line or lower them when their operations costs are going up due to inflation.
Once the wildfire of inflation is unleashed it spreads everywhere and reinforces itself.
The rising tax burden might have something to do with the number of tax-payers moving out leaving fewer people to bear that burden. All due to crime and regulations. However, I suspect that possible cause will not come up at this meeting.
