If being in America is so terrible they can take the reparations only after they renounce their citizenship and are exiled out of America forever

I favor an approach like that. You can have reparations (Amount TBD) BUT...you must leave the country, and renounce your citizenship, and sign a form forever preventing you, and any descendants of you from ever reentering the country.
