Someplace in the Will and Ariel Durant multi-volume history of the world is the story of a “benevolent” Chinese emperor who confiscated money from the rich and redistributed it to the poor. Within a short span of years, those who had once been the rich were rich again, and those who had been the poor were poor again.

Wealth cannot be conferred on a population by fiat. It has to be taught and encultured, and must include a number of other factors, such as natural resources, location, political favor, and “wild cards.”

Those are BEHAVIORAL ISSUES, not race or slavery related. No amount of money will improve your health or keep you out of prisons as. In fact, giving away lots of money will exacerbate the prison problem by creating an even bigger sense of entitlement. The more you give, the more they want and expect.
